Provoke the tobacco companies and prick them so that the power guys gets what they ask for and banning public sanitation will make the government to provide more public conveniences. This also is a profitable area where they make one toilet at the cost of 10! But free money is always better!?
Good question. Its the perception. One from a civilized society would chose both, while one from like ours will chose none...
I think its more important to look at public sanitation (interestingly, if its looked at in the right way, it will automatically cover smoking in public)
